Traffic Operations, ITS Supervisor (Maintenance), Salary: $87,000.00

Primary Duties and Responsibilities:

• The ITS Operations Supervisor is responsible for the daily management of the ITS Comprehensive Maintenance Contract, which requires the initiation, review, and execution of work orders and task orders.

• Monitors data inputs from NaviGAtor and other traffic operations software packages to determine if the system is performing incorrectly and, if necessary, deploy maintenance forces as needed.

• Provides customer service for ramp meter, variable speed limit sign, and changeable message sign complaints received through 511.

• Manages 2 engineers as well as consultants and contractors.

• Serves as an active member of the Configuration Control Board, which is responsible

for overseeing changes and modifications to the design, configuration, operation, and maintenance Georgia NaviGAtor System.

This position operates as the engineering review for statewide Intelligent Transportation System (ITS), such as NaviGAtor and ITS Comprehensive Maintenance Contract. This position serves as a liaison for local governments on all ITS programs, including providing engineering and technical support on ITS device maintenance and operations.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

Entry Qualifications:
Bachelor’s degree in a related field and three (3) years of job-related experience; OR an associate degree in a related field and four (4) years of job-related experience; OR one (1) year of experience at position equivalent.

Agency Specific Qualifications:

• Bachelor’s degree in civil engineering or civil engineering technology, engineering with a civil specialization, construction engineering or other engineering/engineering

technology field of study and two (2) years of job-related experience AND an Engineering -in-Training (EIT) certification.

• Foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript.

• Possesses knowledge of Intelligent Transportation System systems and components.

• Demonstrated experience in traffic signal software and signal timing operations.

• Demonstrated experience in ITS network design.

• Advanced level experience in highway/transportation engineering and the plan development process (PDP).

• Demonstrated experience with managing transportation programs or projects.

• Demonstrated experience with ATMS/ITS designs and signal interconnect designs based on GDOT Design Policies.

• Demonstrated experience providing leadership to others and less experienced engineers as well as consulting engineering firms.

• Demonstrated experience planning, supervising, training and evaluating the work of subordinates and promoting a positive environment.

• Demonstrated experience to read and interpret roadway construction and right of way plans and pertinent documents.

• Demonstrated experience preparing or reviewing correspondence and/or technical reports for both oral and written presentations.

• Experience calculating appropriate quantities and/or cost estimates associated with traffic control/safety enhancement projects.

• Demonstrated experience to adapt to new and innovative design processes.

• Demonstrates strong problem-solving skills with the ability to develop new insight into situations.

• Demonstrated experience to analyze and formulate solutions.

• Committed to providing quality customer service.

• Demonstrated experience to work and communicate with supervisors, subordinates, local officials, engineering consultants, other Department offices, federal and state agencies, local governments and the public to meet their needs.

Agency Preferred Qualifications:

• Demonstrated experience reading and comprehending information such as

ITS/ATMS and signal interconnect plans.

• Experience in reviewing, interpreting, and writing contracts.

• Demonstrated experience in writing work orders and task orders.

• Experience in reviewing and revising GDOT Specifications.

• Possesses current Professional Engineer (PE) certification.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
