Traffic Operations Division Manager
Job Description
Summary: This position is responsible for the day-to-day supervision and management of the Traffic Operations Division within the Department of Transportation including traffic operations administration, traffic planning, development review, traffic engineering, traffic control devices maintenance and oversight of traffic operations improvement and intelligent transportation systems project construction. This position is responsible for oversite of outside consultants and contractor resources as required. This position reports to the Director of the Department of Transportation
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
• Supervising and managing daily traffic operations activities for the Traffic Operations Division.
• Carrying out supervisory responsibilities in accordance with County policies, procedures, and applicable laws.
• Responding to and investigating transportation complaints.
• Supervising and evaluating employees; allocating and monitoring staff and equipment to ensure that department objectives and missions are met
• Managing and instructing supervisors on work methods, procedures, and standards related to their assignments
• Preparing and developing the annual divisional budget; monitoring and administering expenditure under approved budgets
• Meeting with consultants, developers, departmental staff and citizens of the community to discuss county requirements and address complaints or concerns
• Coordinating activities and projects with other divisions within the department, other county departments and external agencies when required
• Developing traffic control regulations in compliance with all laws, ordinances, and standards, i.e., speed regulatory changes, school zone limits, development of traffic ordinances.
• Responsible for special event permit approvals that impact the road and right of way and solicitation permitting within the County’s right of way
• Managing consultants and contractors for traffic operations improvements
• Developing constructions specifications, scope of work, estimates, and construction phasing
• Reviewing/interpreting engineering drawings, specifications, and other design documents; understanding project design basis and contractual requirements
• Reviewing, planning and conducting special traffic studies and preparing comprehensive reports
• Coordinating and overseeing school zone traffic safety plans
• Making on-site inspections of work in progress when required to resolve conflicts or for oversight.
• Investigating vehicular accident reports and traffic hazards to develop roadway safety improvement plans.
• Collecting and analyzing traffic engineering data in order to determine the adequacy of existing or need for additional traffic control measures and/or improvements
• Responsible for all maintenance (preventative and response) to county owned traffic signals and systems and traffic control devices that are part of intergovernmental agreements through the state DOT or local municipalities
• Monitoring all traffic signals for adjustments needed due to changes in traffic patterns or demand
• Preparing specifications for traffic control equipment
• Preparing and/or managing the development of signal timing plans for both isolated and coordinated traffic signal systems
• Overseeing and managing advanced traffic management systems and traffic control center
• Overseeing fabrication and installation of all roadway signage and marking plans
• Authorizing road closings and detouring routes when required
• Assisting in the review of development plans as they relate to access management and traffic operations
• Managing traffic operations division related work order request through Cartegraph work order management system. Also utilizing the system to inventory and managing all traffic control devices inventory
• Responsible for managing assets and adhering to compliance with MUTCD standards such as reflectivity management requirements
• Performing other duties as assigned
Requirements
MINIMUM EDUCATION and/or EXPERIENCE:
• Bachelor’s degree or higher from an accredited college or university with major field of study in a related discipline such as Civil Engineering
• Ten years of progressively responsible, directly related, on-the-job professional work experience
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually requiring a minimum of ten years of related experience
• An equivalent combination of education and experience may be considered
ELIGIBILITY REQUIREMENTS:
• Must be 18 years of age or older
• Ability and willingness to drive a county vehicle if assigned
• Must be willing to submit to random drug and alcohol screening as directed
CERTIFICATES, LICENSES, REGISTRATIONS:
• Possess and maintains a valid Driver’s License (Class C) and satisfactory motor vehicle record (MVR)
• Preferred – Possess and maintain a State of Georgia Professional License as a Registered Professional Engineer
• Preferred – Possess a Professional Traffic Operations Engineer registration.
• Other duty-specific certifications may be required during employment to satisfy specific assigned duties and responsibilities
KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, codes, and/or materials as they relate to assignment
• Knowledge of or ability to learn applicable federal and state, laws, rules, and regulations as they relate to assignment

• Knowledge of the MUTCD (Manual of Uniform Traffic Control Devices), IMSA, and NEMA standards
• Knowledge of the occupational hazards and safety precautions necessary for the safe operation of all department equipment, tools, machinery, and vehicles as required by assignment
• Knowledge of OSHA and other health and safety regulations, requirements and practices as they relate to assignment
• Knowledge of planning, zoning, and land use principles, practices and theories; knowledge of county, state, and federal regulations relating to all aspects of development
• Knowledge of the principles, practices, methods, and terminology of Civil
• Knowledge of projected county growth, land development, and transportation needs
• Knowledge of public administration, supervisory, and management principles, practices, and procedures
• Knowledge of right-of-way records, zoning classifications, and county ordinances

Salary: $ 95,722.22 annually, ($46.0203 hourly) plus full benefits package
